The Chief Secretary, SK Joshi today instructed District Collectors to make transparent and fine arrangements for the prestigious Rythu Bandhu Scheme scheduled to start from May 10. He advised the collectors to supply slips like in elections and distribute them through special counters by avoiding any sort of rush in villages and mandals in a disciplined manner. From Secretariat, SK Joshi conducted a video conference and reviewed on Rythu Bandhu Scheme, Pattadar Pass Books, Haritha Haram, steps to procure Agriculture Production, Seasonal Conditions, Nurseries, National Highways and Acquisition of Land, BC Welfare etc., He also asked to take required steps for better arrangements in border districts in the wake of Karnataka elections, Swachch Bharat Mission (Rural) and others. For the prestigious Rythu Bandhu scheme the government has so far printed 45 lakh pattadar pass books, 23 lakhs dispatched and 15 lakh reached the districts. And now it is the duty of the Collectors, Joint Collectors to involve people representatives and coordinate with the agriculture officials for cheques and pattadar pass books distribution as per norms. Chief Minister K Chandrasekhar Rao has instructed that the farm investment assistance reach the farmers.
In addition to better publicity on the program the collectors should steps for obtaining digital signatures and issue of the cheques to tribals relying on RSRF data and pattadar pass books among agency area people as per aadhar and other stipulated norms. Joshi also asked the officials to make better arrangements in all villages and reports through local officials and send progress details on time.
It was estimated to cost Rs 5600 cr for the government to provide Rs 4000 per acre to the farmers during Kharif he said. As the funds are being mobilised to the banks concerned including Rs 1600 cr in first phase, Rs 2400 cr in two to three days, and the remaining in seven days, the district administration should gear up for smooth and hassle free conduct of the program. Emphasizing the need for coordinating with the banks to overcome the problem of cash shortage, Joshi said that 54.15 lakhs of cheques out of 58lakh s of cheques sent to the districts for the rythu bandhu scheme. The Chief Secretary said that, 7 lakhs Metric tonnes paddy were procured out of 38 lakhs Metric tonnes. He directed the collectors to take necessary arrangements for transportation of procured paddy immediately. The Chief Secretary also instructed the collectors, and other departments to coordinate for increasing greenery under Harith Haram program, land acquisition for national highways be done on priority basis for construction of the proposed 765 km national highways in four lanes by spending Rs 25000 cr he said.
The Chief Secretary instructed the concerned officials scrutiny the applications received for the self employment schemes in Backward Class Welfare with in One month. He reviewed the Swachch Bharat Mission (Rural) program along with Union Secretary Parameshwaran Iyer on construction of Toilets for declaration of 19 districts as ODF (Open Defecation Free Program).
