Chief Minister K. Chandrashekhar Rao has announced that at the rate of one Panchayat Raj secretary, strictly for every village, 9,200 new village Panchayat Raj Secretaries will be recruited shortly. The CM has instructed the officials concerned that the recruitment process should commence within a week and should be completed within two months. CM desired that notwithstandingwhether it is a small or large village, every village shall have a Panchayat Raj secretary whose basic function would be to play key role in taking the village towards all-around progress. The newly recruited 9,200 Panchayat Raj secretaries will be under probation for three years and would be regularized later, based on their performance only and those found non-performing will not be continued further. Their performance will be assessed from time to time during the probation period on a continuous basis. The CM said, that, the rule of recruitment will be done through the Panchayat Raj department and would be of district cadre.
In the state there are 12,751 village panchayats as per the new Panchayat Act. Out of these 3562 village Panchayats have regular secretaries as of now. In the recent past the government has created new Gram Panchayats which require secretaries. In addition, there are vacancies in old panchayats also. CM has decided that every village should have a secretary exclusively for it and the earlier system of one secretary holding charge for more than one gram panchayat should be done away. As part of this, the CM said that 9,200 village Panchayat Raj secretaries will have to be recruited. The process of recruitment, deciding on the roles and responsibilities of the secretaries and all other concerned issues will be done by Panchayat Raj Minister Jupally Krishna Rao, Chief Secretary S.K Joshi, Panchayat Raj Principal Secretary Vikas Raj, Commissioner Neetu Prasad. Issuing instructions to this effect the CM said,that, the cabinet would formally approve the proposal when it meets shortly regarding the recruitment of Panchayat Raj secretaries.
“The Government has taken up and implementing a variety of programmes to make every village as a development centre and as a model to other states. We believe that the development of the country lies in the development of the village and only when villages are developed the country would be developed. Hence Government gives top priority and special focus on villages. For administrative convenience and for special focus on Tandus, Gudems, remote areas and hamlet villages, new panchayats have been created. The village has multiple responsibilities which include among others implementation of harithaharam, village sanitation, tax collection, drainage works and management, management of street electricity lights, prevention of diseases, eradication of mosquitos, development of grave yards and dump yards. The panchayat raj secretary among other things will be made responsible to take up those works in close coordination with village panchayat. That is the reason why government has decided to strictly have one secretary for every village. Even a village with just 200 population will have a secretary of its own. If only they work with commitment there would be sea change within two to three years Telangana villages will become role models in the country and will be known all over the country that role model villages exists only in Telangana” said CM.
