PROPOSED AMENDMENTS TO THE A.P. PUBLIC EMPLOYMENT (ORGANISATION OF LOCAL CADRES AND REGULATION OF DIRECT RECRUITMENT) ORDER, 1975

The following amendments are proposed to the existing provisions of the A.P. Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, issued vide G.S.R  524 (E), dt. 18.10.1975.

  1. Short Title, extent and Commencement:

 

  1. i) This may be called Telangana Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018.
  2. ii) It extends to the whole of State of Telangana.

iii) It comes into force as notified by the Govt of India.

  1. In Para 2 “Interpretation”, Sub-Para 1,

 

  1. Clause (a) shall be deleted.

 

  1. In Clause (k), the word “Andhra Pradesh” shall be substituted with the word “Telangana”.

 

  • Clause (n) shall be added as under:

“(n) multi-zone means, the multi-zone specified in the second schedule comprising the territories mentioned therein”.

  1. In Para 3, Sub-Para (6) shall be deleted.

 

  1. In the existing Para 3 of the said Order, sub- para 4A may be newly added as under.

4A. All posts other than those mentioned in sub-paras (2),(3) and (4) shall be organised into a separate multi -zonal cadre.

  1. The existing Para-5 may be substituted with the following:

(5)  Local Cadres and Transfer of Persons:- (1) Each part of the State , for which a local cadre has been organised in respect of any category of posts, shall be a separate unit for purposes of recruitment, appointment, discharge and such other matters as may be specified by the State Government, in respect of that category of posts.

(2)Nothing in this order shall prevent the State Government from  making provision for;  

(a) equitable opportunities  to persons in  all local cadres in the matter of promotion to higher posts.

(b) the transfer of a person from any local cadre to any office or Establishment to which this order does not apply, or Vice Versa.

(c) transfer of a person from one local cadre to another local cadre.

  1. In Para 6, “Local Areas”, the existing Sub-Paras (3) shall be deleted and substituted with the following:

(3) Each Multi Zone shall be regarded as a Local Area

(i) for direct recruitment to posts under the State Government other than the posts mentioned in Sub-Paras (1) and (2).

(ii) for direct recruitment to posts under any local authority other than the posts mentioned in Sub-Paras (1) and (2).

  1. The First Schedule to the Order shall be deleted and Second Schedule to the Order shall be substituted with the following:

  1. For all Departments except Police Department.

Zone VII Jogulamba Vikarabad, Mahaboobnagar, Jogulamba-Gadwal, Wanaparthi, Nagarkurnool Districts.

  1. The following is to be substituted in Clause (a)(i) under Para 7(1) in place of the existing provision:

(a) in case where a minimum educational qualification has been prescribed for recruitment to the posts,

  • “If a person has studied in an educational institution or educational institutions in such local area for a period of not less than 4 academic years from class 1 to 7 in the State”.
  1. In the existing Para 7, Sub-Para (1), under “Explanations”, the word “Matriculation” wherever it appears shall be substituted with the word “7th Class examination”.
  2. In the existing Para-8 “Reservation in the matter of Direct Recruitment”, wherever the percentage of reservation is prescribed as “80%”, or “70%” or “60%”, as the case may be, the same shall be substituted with “95%” in all such cases. Further, the words “in the ratio specified in the Second Schedule against the zone comprising each such local area” in Sub-Para (4) and the words “in the respective ratios specified in the corresponding entry in Column (2) thereof” in Sub-Para (5) shall be substituted with the words “in the ratios as may be prescribed by the State Government”.
