Chief Minister K Chandrashekhar Rao has declared that the Palle Pragathi special programme held for 30 days in the villages state-wide to improve greenery and cleanliness has been a grand success. The C.M. said by organising Power Week and solving all the electricity related problems, the Electricity department stood first among all the departments during the conduct of the special programme. The CM congratulated Ministers, Collectors, DPOs, DLPOs, MPOs, and Village secretaries, Gram Sarpanches for the successful conduct of the programmes. The CM urged that the same spirit with which the Palle Pragathi programme was made successful should continue. The CM clarified that the government is committed on releasing Rs 339 Crore per month to the village development.
A meeting of Ministers, Collectors, DPOs, DLPOs, Principal Secretaries was held here at Pragati Bhavan on Thursday. The CM conveyed the Vijaya Dasami greetings and started his address. Every District Collector explained about the experiences they have gone through the 30 day programme. The Collectors said that in accordance with the objective of the government, coordinated effort, action plan and development as the aims the programme was held. They have also explained about the unique situation in the respective districts. Government’s Chief Advisor Rajiv Sharma, Chief Secretary SK Joshi, PCCF Ms Shobha, Discoms CMDs Raghuma Reddy, Gopal Rao and others participated. The CM said Palle Pragathi programme has evoked a good result and an awareness came among the people that they should keep their villages clean and green. The CM announced that in order to keep this spirit going on, such programmes will be conducted in future too. The CM said for the betterment of the villages, the government has filled in vacancies from Panchayat Secretary to district Panchayat officer. He assured that under any circumstances, there would not be any fund crunch for the village panchayats. The CM also clarified that every month Rs 339 Crore central funds is released to the villages and it will continue without any break. This is additional to the funds accrued by the villages. The CM suggested that NAREGA funds should be utilised for growing plants, removing the debris. He said adequate employees and funds are given to the villages and hence there should be a change in the villages atleast now. The CM said district Panchayat officers should take the main responsibility, utilise the funds properly and bring in the required change in the villages. The CM said all the works to be taken up in accordance with the one year, five-year plans made by the villages.
Important points in the CM’s address
- In the 30 days programme, works identified have been almost completed. Sites were identified in the village for the setting up of plant nurseries, cremation grounds and dump yards. In other villages where the sites are not identified, they should be done as early as possible. If there is a government land, whichever department it may belong utilise for the social purpose
- Yearly, five-year plans are ready as well as the green plan. Works should be taken up accordingly.
- Every gram Panchayat should buy a tractor to supply water to the plants and to lift the debris. Every tractor should have a tanker, trolley and Front Blade.
- Give allowances regularly to the DPO, DPLO, MPOs who supervise the development works in the villages.
- Plant nurseries should be organised in every village. Put up fences so that Goats and other animals will not eat the plants.
Electricity Departments Number one
The CM announced in this meeting that electricity departments have stood at number one position in the 30-day special plan drive programme. He congratulated the staff and employees of the electricity organisations for continuing to work in the villages even after the completion of the 30-day programme. The CM said he has been MLA since 1985 and the electricity related problem persisted since then. Till now no major attempt has ever been made to solve these problems. The CM congratulated officials, employees and workers of the electricity organisations. He said it was a praiseworthy work that though 60 per cent of the works are over, the electricity department staff is continuing their work even after completion of the programme.
This is the work done by the Electricity department
- The electricity department conducted Power Week as part of the 30 day programme in all the villages.
- 1, 67, 154 Twisted and rusted electric poles were identified. New poles were erected in the place of the rusted ones, twisted poles are straightened. Additional poles were erected so that the power wires are not hanging.
- A new power cable is laid for 6,834 Kms for the maintenance of the streetlights.
- 7, 527 new meters are being fixed in the place of old electric meters, which were damaged.
- For the maintenance of streetlights, 2,54,424 new meters are being fixed.
Committee for three-phase power in the ST areas
The CM instructed that three-phase power should be available in the Tribal areas, Thandas, Gudems. The CM constituted a three member Committee with senior IAS officers Somesh Kumar, Raghunandan Rao, Ajay Mishra.
Plastic ban in the State
The CM has decided to ban manufacture and sale of plastic, which is harming the environment and even putting the very existence of life in danger. He said this will be discussed at the Cabinet meeting and instructions will be given. The CM has asked the officials to prepare guidelines for this.
Three Collectors were congratulated
The CM specially congratulated Pedapalli Collector Ms Devasena. Sangareddy Collector Hanumanth Rao, Bhoopal Pally Collector Venkateswarlu who received awards from the Centre for playing an active role in maintaining sanitation and village developmental works.
Two Crore funds under Collectors Perview
The C.M. said each Collector will be given Rs 2 Crore funds to spend the amount for taking up emergency works for the village development and sanitation works. He said the Collectors should spend this amount as per their discretion.
Special focus where there is less forestry
The C.M. suggested that Haritha Haram programme aimed at increasing the green cover in the State should be taken ahead with more strategy. He wanted special programme should be put in place in Karimnagar, Jangaon, Yadadri, Suryapet, Warangal Urban, Gadwal and Narayanpet and other such districts where there is a less forestry.
Work done in 30 days
- Padayatra were conducted in 12,748 villages to identify the problems and issues, accordingly village annual plans were made. Annual plans are to be framed in three villages.
- Gram Sabhas were conducted and Standing Committees were formed. In these Committees, 8, 20,727 members were elected. Of this, 4,03,758 were women members.
- 1,24,837 areas were identified for the removal of debris, garbage and works are done on 1,09,784 areas. This is (87.94 percent) of the works done.
- 2,77,657 areas are identified as the ones with unwanted trees, thorny bushes and works done at 2,67,535 places which is (96.35 percent).
- 1,07,288 places were identified for the sanitation works and of this works were done at 99,770 places, which is (92.98 per cent).
- 22,167 unused wells were identified of this 22,167 wells were filled up which is (73.89 per cent). 11,065 unused borewells were identified and of which 9,888 were closed which is 89.36 per cent.
- 68, 862 low lying areas identified in the villages and of this 64,540 places were levelled which is (93.72 per cent).
- 62,723 places where there is water logging on roads and pits, repairs were done at 58,856 places which is (93.83 per cent).
- 1,30,775 unclean places are identified and of this at 1,25,791 places (96.19%) bleaching powder and lime were sprinkled.
- Of the 82,804 government offices, market yards, hospitals and anganwadi centres which were unclean and of this, 80,420 places were cleaned which is (97.12 per cent). Total 29,25,390 People participated in the shramadanam programme.
- So far in 10,870 gram panchayats, there is a need for sites to set up cremation and burial grounds. Still in 1881 villages sites to be identified.
- Sites identified in 11,211 villages for the setting up of the dump yards. Sites to be identified in other 1,540 villages.
- In 12,751 villages have prepared Haritha Haram plans. Of this, in 12,292 gram panchayats, plant nurseries were set up.
- As many as 732.14 Lakh (7.32 Crore) saplings were planted in several gram panchayats jurisdiction as part of the 30-day programme.
- Saplings were also planted 24,244 Kms length at the villages centres, avenue planting at the village roads. 80.88 Lakh saplings were also planted.
- In the open places in villages sapling were planted at an extent of 40,522 Kms around 226.62 Lakh sapling were distributed to plant in the houses.
- Monkey food courts were set up at 1063 acres to push back the monkeys, who entered the village into the forests.
