The government has issued orders for regularisation of unapproved and illegal layouts for the newly constituted municipal corporations and municipalities.
SALIENT FEATURES OF NEW LRS SCHEME
- This LRS is applicable to the newly constituted Municipalities / Municipal Corporations only.
- Plots Renewed on or before 30.03.2018 i.e. the date of promulgating notification regarding new ULBs are only eligible for regularization. In case of Municipalities / Municipal Corporations falling in HMDA Limits, HMDA will regularize plots.
- In case of other Municipalities / Municipal Corporations, DTCP will regularize. Applications are to be made to respective ULB / UDA.
- No Layout /Development activity shall be allowed
- i) in the bed of water bodies like river, or Nala, and in the Full Tank Level (FTL) / Buffer Zone of any lake, pond, cheruvu or kunta and in Shikam lands and other prohibited categories.
- ii) In case of sites in the vicinity of oil / gas pipelines, clear distance and other stipulations of the respective authority shall be complied with areas covered under G.O.Ms.No.111 M.A & U.D Dept., dated 8-3-1996
- Sites which are earmarked for Industrial Use Zone / Recreational Use Zone/Water Body/Open space use in notified Master Plans/Zonal Development Plans.
- Open Spaces earmarked in any approved layout.
- Penal charges are linked to land values i.e. more penal amount for plots having more market value and less penal amount for plots having less market value.
- Less penal amount for small plots and increase depending upon size of plots.
- If required open space for parks is not available, applicants have to pay proportionate open space charges. These opens space charges will be levied based on market value prevailing as on the date of Registration.
- Applications will be processed online only.
- 90 days time given for submission of LRS applications. Only 10% of total amount of Rs.10,000/- whichever is less has to be paid as initial payment along with the application.
- Remaining amount to be paid after issue of authorization letter by HMDA/DTCP.
- LRS approval will be given within 6 months from the date of payment of full amount.
- In case of sites falling in other than Residential use conversion charges will be levied (Except for sites earmarked for Recreational / Water bodies / Buffer Zone/ Industries.
- In case of rejection – Appeals can be filed before Appellate Authority.
